Well, the vast majority of open source projects are not part of it. I'd be asking about special reasons why something else _is_ part of it. :)

While the Wikimedia Foundation itself doesn't happen to be a "Participating Mentoring Organization", there's nothing stopping an enterprising student from proposing a MediaWiki-related project to one of those organizations and seeing if they bite. Obviously it should be a project relevant to that organization...
