Revert r25916 -- breaks ability to blow up small images, without explanation. WTF?

As explained on IRC I thought it was a bug, not a feature, sorry again.

But I am still unsure for <gallery>s:

[[Image:SmallIcon25pixel.jpg|200px]] blows the small image up. -> feature

[[Image:SmallIcon25pixel.jpg|thumb]] or [[image:SmallIcon25pixel.jpg|thumb|300px]] does not blow up. -> feature

<gallery> Image:SmallIcon25pixel.jpg </galler>

blows icon up to standard gallery width. -> bug or feature?
