No, the Help namespace is not available separately from the rest of "meta".
For me, the easiest solution was to redirect the Help:Contents and
Help:Editing pages in local installations to the same pages on
meta.wikipedia.org.
Using part of the database dump could mean having to identify, extract
& insert the useful pages (some of which are in the main namespace),
check for inappropriate edits if your site is sensitive, find a way to
merge updates from meta, and isolate the Help pages for copyright
reasons where the GFDL is not used on the local wiki.
Also, the Help pages use templates from the Template namespace, and
there is some useful information on various Talk pages. The Category
namespace is also used.
