As Far As I'm Aware, submitting through API has not yet been implemented, because some serious code refactoring is needed to implement it.

Disclaimer: I'm not sure about this, but I'm sure a bit of browsing on the API page on meta will give you whatever info you need. Worse case scenario: read the code.
