I'd like to submit an extension to the Mediawiki codebase. I think it's a cool extension -- it allows Mediawiki users to embed financial stock charts on articles. We've secured redistribution rights for the financial data, which is provided by Thomson / Reuters and Xignite, with a 15-20 minute delay. The extension is licensed under the GPL. Once I've committed it, I'll add documentation to the Mediawiki.org site.
I've tested the extension against the version of mediawiki we're using 1.9.3, and a new install off trunk, 1.15alpha.
I'm following the process listed here: http://www.mediawiki.org/wiki/Commit_access

Hoi, This is absolutely interesting and it is absolutely important that the data provided is absolutely secure and authoritative. There have been people before who manipulated Wikipedia with financial significant information. When Wikipedia gets data, financial data that is not can not be assured to be absolutely reliable, we should not want it. The risks are acute, enormous and deadly serious.
The question about having a MediaWiki extension that is in the WMF SVN is something else. In a way, an extension like this, with source that is public will get many more security experts flocking then anything else. It will prove to be a boost to MediaWiki security. Thanks, GerardM

Generally, you get commit access because people get bored from applying all the patches you provide.

Usually people can get commit access more easily than that to work on extensions. But only when Tim or Brion gets around to it.
You don't have to commit your extension to MW repository - there is no problem if you host it externally. I used Google Code hosting for a long while.

Really only extensions hosted in Wikimedia Subversion can be localised on Translatewiki.net, so it makes sense for most open extensions to be hosted here - there is also much less of an overhead in terms of project management.
