I would like to propose that we remove all tracking bugs, and instead use Phabricator projects (e.g. with an Umbrella icon). Some of the benefits:
* Discoverable - projects are more intuitive and easier to add to a bug with the auto-complete * Manageable - within the project, tasks can be broken down into columns by categories/priorities specific to the project * Searchable - easier to search for tasks that belong to multiple projects

We agreed on the principles and the process to convert tracking tasks into projects:

Some tracking tasks have been converted, and the only obstacle right now is the lack of more hands. Volunteers welcome!
From the wiki page above:
Have batch-editing permissions Create the requested new project
Are these required for conversions? The wiki page also says (above that quote) that a project should be requested. Negative24

This allows making changes at once instead of manually task by task. It is not required, but requesting batch edit permissions is easy.[1]

How this is supposed to work is that you would create a task requesting a new project [1] providing the reason of getting rid of a tracking task. There is a proposal to simplify the process for creating new projects. [2]
