Good, but unless I'm making some mistake it only works for the current revision - it's disabled when one is looking at an older version. Is this a feature or a bug?

As I already said on the village pump about diff pages, I don't think it's needed. An old revision, like a diff, already is a permalink. You can just copy it out of your address bar. The advantage of a permalink on current revisions is that the link changes whenever someone edits a page.

Good idea, but I wouldn't call it a permalink as there isn't much that's permanent in a wiki. What happens after a page gets moved/delete?

The link will continue to work after page moves. Deletion, obviously, would break the link, just as deletion of any resource on any dynamic web site would break a permalink to it.

I still don't like the name. What about templates/dynamic content? The (displayed) content could change very significantly over time despite having the same permalink.
