uploadable file (if necessary, protected for sysops only) so that the
logo can be changed more easily?
Currently, there's a long list of waiting requests at
http://meta.wikipedia.org/wiki/Logo_requests
and it just never gets done, the list gets continually longer. Clearly a
better system is needed...
