Is this a known issue? Take a look at "what links here" for this image: http://en.wikipedia.org/wiki/Image:Chambord_pano.jpg
It claims to be "linked to" by 50 or more pages - most of them user pages that have {{POTD}} on them. However, that template no longer refers to the image.
As a test, I updated one of the user pages (just adding a space) and the set of "what links here" updated, removing that entry.

It takes some time for the queue to run through and update all entries, especially when the queue is already full from some widely-used template being edited.
Please learn patience. :)

I'm pretty sure the issue here isn't lack of patience, but rather lack of knowledge as to what things are affected by caching, and what aren't.
:-)

Oh, sorry, I wasn't complaining that the update wasn't happening fast enough, I simply thought that it wasn't happening at all. I'll check back tomorrow and see if it's updated then.
(in other words, what JRA said)

It wouldn't hurt for a little warning message on some of those special pages, I suspect.

That's a good idea. I got confused by this before too.
