If you don't write or deploy Wikimedia production config patches, you can ignore this.
This is a note to highlight a change, which will be obvious as soon as you try to rebase a patch: the parts of configuration that vary per-wiki, which previously have lived in InitialiseSettings.php, have now moved to a (mostly) static array in "VariantSettings.php".
This change allows for proper testing of variant configuration, and the eventual migration to actual static configuration files for increased site stability and developer confidence. See https://phabricator.wikimedia.org/T223602 for more details.

The migration has completed enough that VariantSettings.php has been moved to InitialiseSettings.php, and the format is similar enough that patches written before should rebase cleanly. Thanks for everyone's patience.
