Is it expected that the Topic: namespace will be localized into languages other than English? [1] I ask because the Vietnamese translation would be "chủ đề" and the Vietnamese Wikipedia already has a Chủ đề: namespace (corresponding to Portal: at the English Wikipedia).

Yes.

The localized name for the Topic namespace will have to be different from the localized name for the Portal namespace. So it will be a bit inconsistent with the use of "Chủ đề" for topics in the rest of Flow. However the Topic: name is not highly visible. The actual topic page titles are user-unfriendly UUIDs like Topic:Ry6o4jowf78f34gp, https://www.mediawiki.org/wiki/Topic:Ry6o4jowf78f34gp so Flow tries to display whatever users gave as the topic title in the page heading, notifications, recent changes, watchlists, etc. rather than the page title.
