Hullo Pine, I made this chart. It's not on Commons yet but I can upload it once this edit is done. The chart is a visual representation of groups that are affected by decisions made about the Structured Data on Commons program. In that context, where would you place Wikimedia Affiliates? Some affiliates are program organizers and/or tool developers, some have strong contingents of Commonists, all certainly contain Wikimedians. Is there another way Wikimedia Affiliates are affected by Structured Data on Commons that is not included in these groups?

I'm the program manager for New Readers. Chiming in here about your question 2d.
The work for the awareness campaigns in Nigeria and India are captured in the Annual Plans from last year and this year respectively.
In 2016-17 our goal was to launch 1 product and communications support alongside that. Learning from the phone surveys in Nigeria https://meta.wikimedia.org/wiki/Global_Reach/Nigeria_survey#Awareness_of_Wikipedia [1] and India https://meta.wikimedia.org/wiki/Global_Reach/India_survey#Awareness_of_Wikipedia[2] about how low general awareness was, we've broadened the outreach to be more than support for the product launch into general awareness raising. The metrics for evaluation are there, but in a bit more detail we'll be looking at Wikipedia traffic (unique devices, pageviews, traffic to wikipedia.org) as well as social media metrics (views, shares, etc.) to understand the effectiveness and reach of the campaigns compared to our existing traffic and compared to population of those language speakers in the countries we're working in. As this work is experimental, there are not benchmarks for view counts, social media response, or awareness change that we can rely on. So this is not a place where the S.M.A.R.T. framework fully fits. Our hope is that in completing these 3 pilots we will have "achievable" metrics that can be modeled for future projects, should we decide to take those on.
You can see the roll up of budget we're using for the program in the annual plan, but due to contract confidentiality we will not be able to give exact cost. As far as staff time, Zack McCune is leading this effort with support from the regional manager from the Global Reach team (Jack Rabah in Nigeria and Ravi Ayyakkannu in India). Each project also has a volunteer community committee guiding all creative direction.
