Hi, Is it possible to have a custom left navigation for a custom namespace?
Or is 'MediaWiki:Sidebar' applied to all pages in a wiki, regardless of the namespace?

As far as I'm aware, it isn't possible with the current codebase. If you know how, it might not be that hard to write a modification.

MediaWiki:Sidebar is applied to all pages.
If you want to achieve functionality of having a custom menu on certain pages, you can always use templates. Personally, I don't think changing the left sidebar is a good idea: most users expect it to stay the same throughout the whole site.
Ideal hacking spot would likely be on the skin file.

What's the "left sidebar" exactly? The links down the left side already do change depending on the page: "user contributions" only appears when on a user page, for instance.

The toolbox changes, but the navagation and search boxes stay the same (unless you modify them via your .js), right?

MediaWiki:Sidebar is applied to all pages. Of course there's no reason that the sidebar can't itself display customised information, since you can put ParserFunctions stuff in it. What sort of custom information are you thinking about displaying?

What sort of custom information are you thinking about displaying?
Well, the content in the particular namespace I have in mind might well need different licensing info, terms of use, disclaimers etc. It would be convenient if I could easily config the left nav to accomodate this info.
However, I am using a mediawiki site that I don't own - I can request config favors etc., but I might not be able to get this level of customization.
