Er, isn't this taking it too far? There's no need to add a bunch of levels of hiding blocks; blocks ought to be open and transparent to all users. I also don't believe there's a need to be able to mark a block as deleted and restore it - just unblock and reblock as required.

I presume the intent is to hide block messages that inadvertantly reveal personal information. Or, if my estimations of policy creep are accurate, ones that offend people (a la Giano)... Or ones that offend people. Or ones that are uncivil. And so the list of probable new missions goes on...
