Hi,
at the moment I'm thinking about the right way to implement wizards. The first one, that should be added is a news-wizard. But some others will follow.
So it's hardly recommanded to have a ice conzept to implemet this configureable. For instance if the newswizard is enabled, some standard routines must be manipulated.
Perhaps someone out here has some helpful advices

I'm sorry, but your question made very little sense whatsoever. What are you trying to do? "Wizard", as a description of a guided UI process for users completing a task, doesn't quite fit with "news", so far as I can see.
You will need to refine your aims and give us much more specific information if anyone is to propose any help whatsoever.

Well,
sorry ... once again ...
media wiki is used as a information system (intranet).
For some users it's hard to enter new entries in correct way. So, a news-wizard should lead them through the first steps by various windows:
[1] insert correct title and topic title_(topic) [2] select one/more categories [3] select predefined pattern/template [4] an finally only add the text
So I'm thinking about a clear concept to implemet this. Furthermore - in future- there could be more wizards ...
The best way would be to implement this is by a extension wizards.php. But I'm not sure ...

Use the Inputbox extension. Make the "Wizard" a page with an inputbox on it and have a box that creates a new News page from a template.

Thanxs,
but what about the link to create a new site after sitesearch with no result. Also in this case the planned wizard should start.
So I would need something like a contoller, which inform the system of the right procedure.

You might want to look at the PagesOnDemand extension that Jim Wilson and I made.

Commons would be interested in some kind of upload wizard (file, license, source...).

No doubt. However, the original post didn't have anything to do with this.
