Well there are the Python and Perl wikipedia frameworks, both re available, WP:AWB is also used, though that may be closed source.

I think it went open source when the original author moved on to other things. It's worked out pretty well.

I don't think AWB was ever non-open source (although it may have been at the very beginning for a couple of weeks). That's probably the best bet if you want to run a bot with little programming experience.
You can also try dotnetwikibot, which is in c#.
