Point releases come when there is a need for them, e.g. major bugs and security fixes. As has already been posted to this list once, the release of 1.10 will come before the end of the month, but is being held back for a bit to allow us better testing time, since the revision running on the Wikimedia cluster is quite a bit older than HEAD at present.
