Please don't reply to "Wikitech-l Digest" emails, or at least edit the email subject. I have no idea which exact proposal you refer to as you did not provide context, and there are many threads going on on this mailing list. Only after searching last month's archives I assume that this is about "Interested in contributing to jQuery.IME".
