She needs to draft the proposal in a subpage of her user page. Then she can link to it from the Bugzilla report and she can send an email here presenting her proposal.

She needs to make a small contribution proving her skills related to the project, as part of the application. There is not much time left... What about this:
A quick analysis of alternatives out there (say 4h of research). Delivering a list of similar software catalogs showing good and not so good implementations, with a comment of first impressions for each. All this in a wiki page to start planning the extension catalog.
