That's just a list of the default stopwords compiled into MySQL 3 to work around a problem with how searching is done there. It is not used at all with MySQL 4, and it doesn't control actual stopwords in any way.

See the MySQL online documentation on dev.mysql.com for information on how to change the stopword list.
