What about storing structured info about who actually owns a user account? For example, bots -> maintainer(s), doppelgänger -> main account, WMF account -> personal account. This would lead to several advantages, such as the ability to block a bot and its maintainer at once, as well as to prevent sockpuppets from voting. The relationship would have to be confirmed by both accounts, of course.
