the domain "wikipedia.at" redirects to pliny.wikipedia.org (130.94.122.197) which is currently down. Can somebody please correct this so that the domain points to the German Wikipedia (de.wikipedia.org)?

And on a related note, what is the correct way to deal with a nTLD? I have wikipedia.no here, and I guess I ideally should set it to use Wikipedia's name servers. Which are those? How do I add zones there? Who hooks up the Apache virtual host?
