Here's where we are. We've got a lot of blockers listed below, though it's probably not as bad as it looks from the bug count.

Javascript/Resource Loader Tim did a bunch of work in this general area today. This one is no longer being reproduced and I've closed it out, but other JS errors reported on the same bug have been broken out to https://bugzilla.wikimedia.org/34572
These seem to be related to CentralNotice, and can be reproduced on today's 1.18 wikis as well as the 1.19 ones.

There is now a fix waiting for merge & deployment on this. A change to CSS wasn't backwards-compatible and needed to be tweaked; very easy. :)
