Wouldn't it make more sense to work this into Special:Protectedpages? They're logically almost the same, and we have *way* too many special pages. (I hope to merge all the "most linked" ones eventually, for instance.)
Merging sounds like a good idea, for all of those pages. I mean you already must choose "edit" or "move", we could just add a "create" option.

My opinion was that "protected from creation" is different from "protected from moving or editing", because there is a distinction between protecting existing content from interference, and preventing old content from being created. I figured that, from a usage perspective, people would be more likely to look at them separately. Of course, it could be done as an extra option on Special:Protectedpages called 'create'. This would, unfortunately, involve changing buildQuery quite substantially, although it could, of course, be done.
