Those are mass blocks I manually put in place for specific IP addresses used by a repetitive vandal who hits multiple wikis.
The IPs he uses are not home ISPs, but mostly web and mail servers at small-to-medium hosting providers which appear to have been cracked and have some sort of proxy available on them.
