Not true, we even had a patch merged to move it to #wikimedia-dev (it's still in the old wikibugs repo). It's just that the old wikibugs was so broken that no one was able/willing to deploy it for months.
BS, the reason that it wasnt moved was because there wasnt consensus to do so. There where several conflicting ideas, and at least 4 different channels proposed. Yeah someone decided to push a change to a repo, doesnt mean the chance will ever be pushed live. Making a change to the channel is easy, regardless to how broken the code is.

We did so a while back with the Gerrit notifications. The reason was to remove some spam from #mediawiki and make that channel more user friendly.
Correct, we migrated some of the bots, but left wikibugs there. That was the outcome of the previous discussions

The outcome was that we would move bots from #mediawiki to #wikimedia-dev; gerrit was moved immediately, but work to move wikibugs stalled until Merlijn wrote a much more powerful clone from scratch, at which point we killed the archaïc service.
