Which kind of complaints and from where? I kind of like fieldsets, and it doesn't look very good now without it in my opinion. Can you provide more details? Can I have it back if I complain as an user? :D
Many special pages already have fieldsets, so it would be consistent with that. Can we reach some kind of consensus on this?

Users who monitor the recent changes reported the fieldset as "very annoying", probably because it takes a lot of space, given that the recent changes header is already large in some sites. They have to scroll each time they open the recent changes just to get to the changes.

I like the fieldsets too. For consistency with other input forms and IMO optical reasons. The needed vertical space is marginal.
But the submit button should be on one line with the namespace selector (or the last input element if the hook is used).
