the component "Site requests" in bugzilla had this description:
Requests for new sites (like wikis) go here. The wiki should be approved on meta (e.g. be listed on <a href="http://meta.wikimedia.org/wiki/Approved_requests_for_new_languages"> <q>Approved requests for new languages</q></a>) <b>before</b> a request is filed to create it
but has often been used by request submitters to tag general shell requests. Due to these frequent misunderstandings, I've changed the description to reflect the component's use:
Requests for config changes for the sites hosted by the Wikimedia Foundation.

What category should requests for sites now be in? Will it be necessary to track them on-wiki for you to know how many are ready for creation, since you create them in large batches?
The Wikimedia components have always been semi-incoherent. How about you merge "Language setup" into "Site requests" as well, if that's possible? Or is that still going to be used for something distinct?

Language setup is for things requiring coding, i.e. changing of the classes in the languages/ directory. Those are not site requests.
