I was trying to detect it using api, but I figured out that list=user which can do that, doesn't work on IP's.
what could work is list=blocks but that doesn't return if block is active or not, it just list all of them.
I need to get a simple "yes/no" result, is there any way to do that?
Won't meta=userinfo&uiprop=blockinfo do it?

What Alex said. Alternately you can also use list=users&usprop=blockinfo. In both cases, it's a simple yes/no in the sense that the presence of a returned 'blockinfo' element indicates the user is blocked.

betacommand suggested to use list=blocks with bkusers or bkip and that works fine
