This sounds like what I've implemented in Javascript on the English Wiktionary some time ago if I read correctly.
Take a look at:
http://en.wiktionary.org/wiki/MediaWiki:Monobook.js
and
http://en.wiktionary.org/wiki/MediaWiki:Edittools
The drawbacks are: * You have to edit both files and keep them synchronized when making additions. * There is no way to add a user preference for which menu item is preferred and there is no way I've found to set and get a cookie from this code to remember which menu item was used previous.

Can you add another message for character insertion boxes and javascript tools JUST BELOW textarea.
If you _really_ want it just below the textarea, you can slip it into the copyright warning message. However that really ought to be short and sweet; nonessential tools & gadgets should remain out of the way.

Maybe a scroll-down menu thing could be implemented, and its contents based on a MediaWiki: page? So a box says "Insert", and you click the down arrow next to it, and it lists various characters or other codes to insert. This would allow endless possibilities for expansion (especially if the menu allowed submenus, sort of like browser bookmark folders; then there could be a submenu for math/latex codes, templates, etc).
