Scheduling is a great idea.
Maybe DNS modification could be made to not require root account but just a specific group of well trained people. I have been a dns admin for an ISP in a previous job, currently an architect for network geolocalisation so I probably could apply :p
Of course, this does not fix the actual creation of the wikis.
