Since we are validating to XHTML 1.0 Strict, I believe this accessibility guidance should be followed.
We're certainly not validating as XHTML 1.0 Strict! We're marking output as XHTML 1.0 Transitional and making a good-faith effort to have output validate to the transitional DTD (though some wikitext constructs will not validate).
