I doubt that (for the bigger Wikipedia languages), given the number of Wikipedia clones, local installations and the number of bot operators using dumps.
(Plus, wiki has better network connectivity than most that download the files.)
This might be true in your location, but for me (in Germany) the database download normally comes with 50 to 60 kbytes/s (which is fast enough to use it the next day), but could easily be raised by a swarm of 5 ADSL users already.
BT is good for distributing large files to numerous users.
So the question is: Can someone provide some download statistics?
