In an effort to fix things, he enabled $wgResourceLoaderExperimentalAsyncLoading for logged-in users our 1.19 wikis. meta.wikimedia.org is where we've seen the most problems, so that would be the best place to test.
It's fairly easy for me to reproduce the issue of the sidebar collapse/expand behavior sometimes being incorrect (sidebar sections being displayed as expanded, but being actually collapsed). I also still see the issue of occasional flashes of the pre-Vector toolbar. This is both on Meta, logged in, with Chrome/Ubuntu, forced client-side re-cache, no JS errors, no network errors.
Definitely looks like a continuing blocker for further 1.19 deployments, unfortunately.
