It sounds like the IP may have been globally blocked, so you'll probably want to have a conversation with a steward. If you think that whatever resulted in a global block has been fixed, I imagine that a steward would be willing to grant you enough permissions to demonstrate that the problem has been resolved, and perhaps lift the block permanently if the steward is satisfied that the problem is indeed resolved.
