Regardless, certainly MediaWiki as a whole must still be distributed only under the GPL, and it's confusing at best to say otherwise in some files. If Nad wants to release this under the LGPL (for, I guess, the unlikely event that someone wants to rip it out of MediaWiki and incorporate it into their own project), that's fine, but as a matter of policy it seems like a good idea to have the same license text in all files in the core project.
There's also the question of what happens if some later contributor to the file doesn't want to release their changes under the LGPL, only the GPL: would we be fine with that? I'd assume so, in which case the license for the file will have to change at that point anyway.
