There doesn't *have* to be a discussion, it's optional. The current plans associate a page, termed the "discussion page", with the queue item, but it could just as well be used for something else, or ignored.
I find it interesting that the English Wikipedia would reject outside opinions and offers to help make such discussions more accessible to users with little or no insider experience of them, given that the project itself has accepted there is a severe need for reform.
