We don't really promote the use of the vote feature, in fact last i heard most people wanted it scraped across the whole system since it's basically pointless for most of the developers that use BZ.
I am probably the only developer looking at the vote field, and I don't even use it to choose a bug to fix :-\
Was just pointing at it because I feel it *could* be used to get feedback from the community as to what is important to them.
