It looks like there is a restricted task that might be blocking progress. Any idea when the issue(s) will be resolved so that the URL shortener can go live?

Yeah, don't use that site. I actually just deleted it, it's no longer needed for testing. The actual w.wiki based URL shortener is going to happen Real Soon Now™. It was supposed to be after Wikimania except a few other bugs have popped up since then that are being worked on.
