It still leaves the problem, as someone already mentioned, of people who want a localised user name. For example "Boris the Inquisitive Goat" might want to be known as "Boris la Chèvre Investigatrice" on the French Wikipedia.
Just let one account have different nicknames in different languages. This gives us the extra bonus that someone wanting to be named a lengthy "Boris the Inquisitive Goat" could still use something as short as "Boris" for a login identifier.
