Heh. :) Here's my logic: There are lots more "non-technical" users than technical ones. We already have a heavy bias in favour of technical users. Therefore, encouraging non-technical users at the expense of technical ones increases the number of users *and* corrects our bias. Win, win!

Any arguments whatsoever that are based on "size of this group of users" are null and void: we have no statistics, and no way to generate any with any reliability.
