I don't really know all the options since perhaps you're running your own wiki but I've just made some code that any user can use to add a tab to an existing wiki that she does not own.
My js is not global but could be. Currently just the people who are interested in it put a copy in their own js page. Not all skins support custom per-user js. I know monobook does and classic doesn't. I'm not sure about the others.

You make additions to Wikipedia at http://wikipedia.org. Don't call your site Wikipedia, or you would be violating trademark law.
That said, have a look at Magnus Manske's validation feature; it adds a new tab, 'validate', to every page.
