Okay, cool but you explaining it here doesn't make this any clearer when someone's looking at it.
As far as tooltips go, they existed in earlier versions but they were incredibly annoying so they were removed.
Annoying to whom? Tooltips are nice (unless they're JavaScript-based, then they do in fact usually suck).
