This one's tough; often it'd be convenient to have the same prefs everywhere, but sometimes it's not. Don't know the best way to satisfy everybody...
Have sensible defaults. What percentage of the test population have *any* changes from the defaults? What changes do what percentage of the test bunnies tend to have?
