Why not, if 95%+ of the hits from a given IP address will probably not be from the same person as the previous hit? Anyone from the AOL ranges at least is guaranteed not to be the same one as the last hit was, in fact, or pretty much so. The same should go for any IP that changes per page load. The Singapore one, I'll grant, maybe not, since I'm not totally clear on its status.
Actually, I'll back down on this issue, since
* it does make a certain sense for us to give AOL proxies the default treatment, since AOL is such a shittily popular ISP * with respect to the Wikimediaising of the messages, well, we do that a little elsewhere anyway (think Sidebar layout) and it doesn't stop people customising it
