Not that my opinion counts for anything,
some people disagree about this...
but my opinion is that anyone
who doesn't seem to be a nutter and who seems to have produced or wants to produce some useful modifications or tools for MediaWiki/Wikimedia-specific extensions, etc, etc. should get commit access, even if they only use it once or twice.
Does anyone *not* feel this way? That seems a pretty acceptable way of doing things.
