Just to be clear on how they currently do, in the relatively recently drafted (and still draft status) architecture guidelines:
"An RFC is a request for review of a proposal or idea. RFCs are reviewed by the community of MediaWiki developers. Final decisions on RFC status are made by the WMF architects (Mark Bergsma, Tim Starling, Brion Vibber)." https://www.mediawiki.org/wiki/Architecture_guidelines
This is of course a process we could change, and rely more on informal recognition of technical leadership than formalized roles or titles.
