Can we enable full security mode (as an optional feature) geographically based on the most concerned governments, if the whole thing isn't going fast due to lack of resources?

Good question. I'm not aware of the current status, but Tim Starling said SSL connections to Wikipedia have been blocked in China (https://bugzilla.wikimedia.org/show_bug.cgi?id=47832#c16).
