The filename is as far as I am concerned completely correct. It has the name of the article with the ISO-639 code in front of it.
I just uploaded to commons and deleted a test file with that name from my Mac (Mac OS X 10.3.6, uploaded with Safari 1.2.4), so the name itself is ok if cut-n-paste survived the mail.
a) Can you try it again, and make sure that it wasn't just a temporary upload failure?
b) Can you try renaming the file with a plain ASCII filename? Does it still fail to upload, or does it succeed?
c) What exact operating system version, browser, and browser version are you using? Have you tried other combinations?

Hoi, It is not a temporary thing. Firebird 1.0 does not allow me to upload it. OS Windows 2000 IE 6.0 DOES allow me to upload it. http://commons.wikimedia.org/wiki/Image:Fa-%D8%AA%D9%88%D9%84%D8%AF_%D9%85%D... allows me to HEAR it. When I then change the article: http://nl.wiktionary.org/wiki/%D8%AA%D9%88%D9%84%D8%AF_%D9%85%D9%86%D8%AC%D9... It does NOT work properly for listening to it in IE or Firefox
Plain ASCI uploads are no problems. I do these all the time.The problem is with the Farsi characters.
PS it is rather funny to see the categories with all these soundfiles as thumbs :)
