Even though I agree with you and would like to see the behavior from de and fr to be default, there should be a possibility to switch to the old style. Most people on de.wiki like the new position of the links (or at least don't dislike it), but there are quiet some people that don't want to use it (http://de.wikipedia.org/wiki/Spezial:Search?ns2=1&search=oldEditsectionL...)
